Carbon reporting for sites outside the UK

Give each site its country and Carbon Recycling works out the electricity there with that country's own grid figure: an official eGRID rate for each of the 27 US power regions, the government's own figure for Australia, Canada, China, Germany, France and Singapore, and an open Ember figure for every other country. Sites outside the UK are part of the Enterprise plan, at £99 a month + VAT for each country.

Try it in the free trial. Add a site, pick its country, and every electricity line at that site uses the country's figure, with the source and year shown next to it.

Why it matters

Customers increasingly ask for your whole organisation's footprint, not just your UK buildings. From 1 April 2027, for example, larger NHS contracts and all new NHS frameworks need a Carbon Reduction Plan covering global Scope 1, 2 and relevant Scope 3 emissions (see our NHS supplier guide). Using the UK grid factor for an office in Poland or a warehouse in Texas gives the wrong number, because grids differ more than tenfold between countries.

How it works

  1. On the Sites page, set each site's country. For a US site, pick its power region (or the US average if you don't know it).
  2. The first time you add a site in a new country you tick to agree the charge. Entries already at that site are recalculated straight away, and again if you later change the country.
  3. Each electricity line uses the factor for the latest data year up to and including your reporting year (or the earliest year we hold, for older periods), reported as location-based Scope 2. For market-based Scope 2 we use zero for a renewable tariff, your supplier's factor if you enter one, and otherwise the same figure.
  4. We add no UK grid-loss or well-to-tank amounts to these sites. Fuel, travel and waste at these sites still use the UK government factors.
  5. SECR reports for companies that aren't quoted cover UK energy only, so electricity outside the UK is listed separately underneath. Your overall footprint and Carbon Reduction Plan include it.

What it costs

  • Sites outside the UK need the Enterprise plan (£399 a month + VAT, which includes the UK). Each other country where you or any company in your group has a site adds £99 a month + VAT, or £990 a year + VAT if you pay yearly.
  • A country counts once however many sites you have there, and every US power region counts as the United States.
  • Move or remove the last site in a country and its charge stops, with a credit for the unused part of the month.
  • Example: a group with sites in the UK, Ireland and the United States pays £399 + 2 × £99 = £597 a month + VAT.

Including VAT at 20%: £99 is £118.80 a month, £990 is £1,188 a year, and the example is£716.40 a month.

Some other carbon tools also apply country factors for you, some ask you to choose one from a list, and some are UK only. Our price for it is published here rather than quoted on request.

What the figures are, and their limits

  • United States: the total output emission rate for the site's eGRID power region, carbon dioxide, methane and nitrous oxide converted to CO2e, data years to 2024. US government work (public domain) to 2025; CC BY 4.0 for the 2026 Cornerstone edition.
  • Australia, Canada, China, Germany, France and Singapore: the government's own grid factor. Australia: National Greenhouse Accounts Factors, Table 1 (2022 to 2026 editions), the Department of Climate Change, Energy, the Environment and Water (DCCEEW), data years 2022 to 2026. Scope 2 location-based factor for electricity bought from the grid, national average, as published to two decimal places. Each edition is for that year's reporting. States differ widely (Tasmania and South Australia are far lower than Victoria); this is the national figure. Canada: National Inventory Report 2026, Annex 7, Table A7–1 (generation intensity), Environment and Climate Change Canada, data years 1990 to 2024. Greenhouse gases per kWh generated by Canada's public power plants (CO2, methane and nitrous oxide). Excludes grid losses. Canada's provinces differ widely; this is the national average. China: Electricity CO2 emission factor announcements 2024 No. 12, 2024 No. 33 and 2025 No. 47, Table 1, the Ministry of Ecology and Environment (MEE) and National Bureau of Statistics, data years 2021 to 2023. National average CO2 per kWh generated, across all power types (coal, hydro, wind, nuclear, solar and others). CO2 only, as published. China also publishes regional and provincial figures, which differ widely; this is the national one. Germany: Climate Change 16/2026, Entwicklung der spezifischen Treibhausgas-Emissionen des deutschen Strommix 1990 - 2025, Table 2, the Umweltbundesamt (UBA), data years 1990 to 2025. Greenhouse gases (CO2, methane and nitrous oxide) from German power generation divided by electricity consumed, without the upstream fuel chain. Because it is per kWh consumed after grid losses, it runs a little above a per-kWh-generated figure. 2025 is UBA's first estimate. France: Base Carbone V23.6, electricity average mix (combustion at the power station), ADEME, data years 2008 to 2024. Average French electricity mix, emissions at the power station only (Base Carbone's 'Combustion à la centrale' line). Upstream fuel supply and grid losses are reported separately in Base Carbone and are not included. Singapore: Electricity Grid Emission Factors and Upstream Fugitive Methane Emission Factor (data.gov.sg), Energy Market Authority (EMA), data years 2005 to 2020. Grid emission factor by the average operating margin method: CO2 per kWh across all of Singapore's power plants. CO2 only, as EMA publishes it. We use it unless Ember has a figure more than a year newer for your reporting year.
  • Every other country: the country's average for electricity generation from Ember, 2000 to 2025. These are lifecycle figures (they include fuel supply and building power stations), so they run a little higher than combustion-only factors, and they don't include imports or grid losses.
  • Apart from the US, Australia, Canada, China, Germany, France and Singapore, these are independent estimates rather than a government's own factor. 12 countries publish an official figure, listed in the table below. We check each one's licence before adding it, and until then we use Ember. If a customer, lender or regulator asks you to use a particular national factor, check that before relying on ours.
  • We check these sources for new releases. A line keeps the figure it was calculated with until it is recalculated, and reports you have already downloaded don't change.

Lifecycle emissions per kWh of electricity generated in the country (g CO2e per kWh). Excludes imports and grid losses. Source: Ember, Yearly Electricity Data, licensed CC BY 4.0, retrieved and checked as listed on our data sources page.

Total output emission rate, CO2 + CH4 + N2O converted to CO2e with each edition's own GWPs. Location-based Scope 2. Source: GHG Emission Factors Hub (US EPA to 2025; Cornerstone Sustainability Data Initiative from 2026), electricity table from EPA eGRID.

Prices exclude VAT, which is added at 20%. The full terms for sites outside the UK are in section 14 of our terms, and the calculation is described on the methodology page. Nothing here suggests any publisher endorses Carbon Recycling.
