Who asks for a Carbon Reduction Plan
| Buyer | What they ask for |
|---|---|
| Central government departments, agencies and public bodies | A PPN 006 Carbon Reduction Plan for contracts above £5 million a year, including VAT, as a condition of taking part. |
| NHS trusts, ICBs and NHS England | A Carbon Reduction Plan above £5 million a year; a Net Zero Commitment below. |
| NHS Supply Chain | Evergreen Level 1, including a PPN 006 plan, for every tender since 6 April 2026. |
| Councils, schools, universities, housing associations | Their choice. Many use the PPN 006 format or score carbon as part of social value. |
| Private companies | No legal requirement, but large customers increasingly ask, especially if they bid for public work. |
What's changing in 2027
From 1 April 2027, new NHS contracts of £5 million a year or more and all new NHS frameworks need a Carbon Reduction Plan with a global boundary, covering Scope 1, Scope 2 and all relevant Scope 3 emissions, not just the five Scope 3 categories PPN 006 asks for. Our NHS supplier checker shows exactly what that means for you.
What goes in a plan
A PPN 006 plan sets out your baseline year and current emissions for Scope 1, Scope 2 and five Scope 3 categories, your commitment to net zero by 2050 at the latest, and the measures you are taking. It is approved by a director, published on your website and updated at least once a year. Our guide to PPN 006 walks through every section, and the free Word template follows the government's format.
