China electricity emission factors by province 2023
Official electricity CO2 emission factors for China's 30 provinces and 7 regional grids in kg CO2 per kWh, from the Ministry of Ecology and Environment (MEE) and National Bureau of Statistics. 2023 figures, with every year published back to 2021 on each page.
China's national average for 2023 is 0.5306 kg CO2 per kWh (-1.1% on 2022), but provinces range from mostly hydro to mostly coal, so use each site's own province. For the national figure over time, see China's grid electricity emission factor.

National figures
| Fattore | 2023 (kg CO2 per kWh) | Use it for |
|---|---|---|
| Media nazionale | 0.5306 | Location-based Scope 2 where the province is not known |
| National average without market-traded non-fossil power | 0.6096 | Market-based Scope 2: the power left after green electricity bought through the market |
| National fossil power | 0.8273 | Only electricity known to come from fossil plants |
How to use these figures
Multiply each site's kWh for the year by its province's figure for the same year and report it as location-based Scope 2. The figures are CO2 per kWh generated, across every type of power, and leave out methane and nitrous oxide. They are not the CDM or CCER baseline factors (OM and BM), which are for offset projects. The MEE and NBS publish about two years behind; for a later reporting year, use the newest year and say so. Tibet, Hong Kong, Macau and Taiwan are not in the provincial table.
