The UK ETS Authority updated its Hospital and Small Emitter guidance on 29 October 2026 with a new list of the installations that hold the status for the 2026 to 2030 allocation period, and each one's emissions target for every year to 2030. The rise in the first year's total was first reported by Carbon Pulse. We checked it against the two GOV.UK spreadsheets and worked out the figures below from them:
- 235 installations hold the status for 2026 to 2030, down from 250 in 2021 to 2025. 76 of them mainly supply hospitals (77 before). 195 are on both lists, 40 are new and 55 have dropped off.
- By nation: England 195, Scotland 26, Wales 7, Northern Ireland 7.
- Their 2026 targets add up to 2.10 million tonnes CO2e, 11.2% more than the 1.88 million tonnes in the last year of the old list.
- Almost every installation's target then falls by about 3% of its 2026 figure each year, so the total reaches 1.75 million tonnes in 2030, 16.6% below 2026.
- The middle installation's 2026 target is 7,671 tonnes. The sites are brickworks (the largest group), paper and packaging mills, breweries, distilleries, food factories and hospital energy centres.
| Yıl | Combined targets (million tonnes CO2e) | List |
|---|---|---|
| 2025 | 1.88 | 2021 – 2025 |
| 2026 | 2.10 | 2026 – 2030 |
| 2027 | 1.98 | 2026 – 2030 |
| 2028 | 1.87 | 2026 – 2030 |
| 2029 | 1.81 | 2026 – 2030 |
| 2030 | 1.75 | 2026 – 2030 |
The first-year jump is not a loosening of the rules for any one site. Targets are reset at the start of each allocation period from more recent emissions multiplied by the annual reduction factor, and the group itself changed. The 2025 and 2026 totals cover different installations, so compare one site's own figures, not the totals.
İşletmeniz için anlamı
If you run one of these sites, your target is now fixed for five years. A hospital and small emitter does not buy or surrender allowances. It must keep its reportable emissions under its target each year, report them by 31 March of the following year, and pay a civil penalty of (emissions minus target) times the UK ETS carbon price for any excess. A small emitter that goes over 25,000 tonnes in any year from 2026 to 2028 leaves the status and joins the main scheme. An installation that emits less than its target can carry the difference to the next year within the period, but not beyond 2030.
The target tightens every year, so standing still is not enough. A site that keeps burning the same gas each year will move closer to its target and then past it, because the target falls by about 3% a year.
If you supply or buy from one, expect better data. These sites measure their emissions to UK ETS monitoring rules, so a brick, paper or food supplier on the list has verified Scope 1 figures it can share with customers working out their own Scope 3.
A worked example: one brickworks' target in gas
The first installation on the list, a brickworks, has a 2026 target of 16,321 tonnes CO2e and a 2027 target of 15,806 tonnes.
- At the 2026 government factor for mains gas, 0.18231 kg CO2e per kWh, its 2026 target is the same as burning about 89.5 million kWh of gas a year.
- The step down to 2027 is 515 tonnes, about 2.8 million kWh less gas a year, or a cut of a little over 3%.
- If, for illustration, a busy year meant 2% more gas than the target allows, the site would be about 326 tonnes over and would owe a penalty of 326 times that year's UK ETS carbon price.
UK ETS reporting follows its own monitoring plan, which can use fuel-specific factors and measured carbon content, so a site's reported tonnes will not match a DESNZ conversion factor sum exactly. The example only shows the scale.
Şimdi ne yapmalı
- Find your installation. If you run one of these sites, check your permit ID and targets in the 2026 to 2030 list, and raise any difference with your regulator.
- Plan the cut, year by year. Set your fuel use against the falling target now, rather than finding the gap when the annual report is due on 31 March.
- Keep your other reporting consistent. If you also report under SECR or answer customer questionnaires, use the same fuel data, and explain where your UK ETS figure and your SECR figure differ.
- Buying from these sites? Ask your supplier for its verified emissions and output, so your Scope 3 uses its real figure instead of a spend estimate.
